H. Chandler Combest

Chandler practices in the firm’s Banking and Financial Services practice group where he regularly represents financial institutions in a variety of regulatory and transactional matters. Since coming to the firm, Chandler’s practice has been heavily focused on state and federal regulatory compliance issues facing banks and financial services companies in connection with consumer lending operations. He also has substantial experience in a variety of commercial lending matters, including mortgage warehouse lending and sales of distressed assets. While at law school at the University of Alabama School of Law, Chandler served as the Acquisitions Editor of the Alabama Law Review.


Chandler has extensive experience in assisting companies in performing internal risk assessments and regulatory compliance reviews, with a particular focus on state and federal banking, mortgage servicing and real estate regulations in relation to multi-state lending operations. He also regularly works with legal and business managers to develop, expand and improve compliance procedures regarding state and federal laws and regulations. Chandler also has experience in performing compliance reviews of third-party vendors and legal-service providers.

Chandler’s practice has been heavily focused on advising financial institutions on compliance with state foreclosure laws, particularly compliance with state foreclosure standing requirements. In connection with this compliance work, Chandler has assisted companies in the development of procedures and forms to ensure compliance with such requirements. Chandler’s experience in this field also includes assisting clients in complying with consent orders issued by the Office of the Comptroller of the Currency and the Federal Reserve Board, including providing legal support to independent consultants under the Foreclosure Review section of the consent orders.

Chandler also works with banks and financial services companies to monitor and respond to regulatory developments, particularly with respect to the Dodd-Frank Wall Street Reform and Consumer Protection Act.
