Trey Hill focuses on utilizing economic development incentives, public-private partnerships, and economic development funding mechanisms to assist public and private companies, developers, and governmental authorities in developing projects and creating jobs throughout the U.S. Trey regularly deals with a wide variety of industries, including eCommerce, automotive, manufacturing, renewable energy, and financial services, among others.

Counsel to PowerCo SE in locating a $5 billion battery manufacturing facility in Ontario, Canada that will create 3,000 jobs. Counsel to Vietnamese startup Vinfast in locating an EV and battery manufacturing campus outside of Raleigh, North Carolina that is projected to create 6,000 jobs. Counsel to Form Energy, an iron-air battery manufacturing startup, in locating a $760 million plant in West Virginia that will create 750 jobs. Counsel to Canoo Technologies in the identification and selection of locations for its manufacturing, research and development, customer service, and headquarter facilities in Oklahoma and Arkansas. In total, Canoo estimates investing approximately $1.5 billion and creating over 2,500 jobs. Counsel to Tesla Motors in locating a lithium-ion battery manufacturing facility to Storey County, Nevada. The Gigafactory will cost $5 billion to construct and equip and another $5 billion will be invested during the first 10 years of operations. At full production, the Gigafactory will employ approximately 6,500 people. Successfully negotiated the incentive package with the State of Nevada and local governments and provided counsel with respect to real estate, corporate, construction, choice of entity and state and local tax issues. Counsel to Volkswagen Group of America in locating a $1 billion automotive manufacturing plant, employing over 3,500 people and producing 180,000 vehicles per year, to Chattanooga, Tennessee. The team subsequently represented Volkswagen in a $600+ million expansion of the plant, which will add an additional 2,000 new jobs. Counsel to Shipt in expanding its corporate headquarters in Birmingham, Alabama. Shipt is a membership-based grocery marketplace, enabling delivery of fresh foods and household essentials in over 270 major metro areas throughout the United States. Successfully negotiated the state and local incentives package that will locate approximately 880 new employees throughout Birmingham, including in the newly named Shipt Tower. Counsel to several solar developers on utility-scale projects around the southeastern United States. Counsel to Pack Health in locating the startup’s new headquarters in Birmingham, Alabama. Pack Health is a new and innovative digital health coaching platform for chronic disease management that partners with industry leaders — including insurance companies, employers, health systems, manufacturers, and nonprofit associations — to help individuals with 20+ chronic conditions build healthy habits, navigate the healthcare system, and achieve better health outcomes. Successfully negotiated the state and local incentives package that will locate approximately 175 employees over four years at the new headquarters on First Avenue North. Counsel to National Cement on the $250 million construction of a new kiln for the company’s Ragland, Alabama facility. Counsel to Warrior Met Coal on the development of a new “world class” mine located on the Blue Creek reserves in West Alabama. Successfully negotiated a tax abatement incentives package for the Brookwood-based company. Warrior Met anticipates an investment of approximately $550 million to $600 million over the next five years to develop the new mine, creating over 350 new jobs. Counsel to Canadian-based Samuel Associated Tube Group on locating a $29 million manufacturing facility in Birmingham, Alabama. Assisted with negotiating the incentives package and provided counsel with respect to real estate and local tax issues. The planned 284,000-square-foot facility will allow the company to consolidate area operations and accommodate future growth, and the project will add another 50 new employees to a current Birmingham workforce of almost 200. Counsel to Rex Lumber in locating a $110 million state-of-the-art lumber manufacturing operation in Pike County, Alabama. The project is expected to create approximately 100 competitive-wage jobs with an estimated annual production of 240 million board feet. Successfully assisted in negotiating the incentives package and provided counsel with respect to real estate, corporate, choice of entity, and state and local tax issues. Rex Lumber ranks among the 10 largest softwood lumber producers in the United States. Counsel to apparel conglomerate VF Sportswear in a corporate relocation from Manhattan to Jersey City, New Jersey. Counsel to Commercial Jet Services in locating a $12 million aircraft MRO facility in Dothan, Alabama. At full production, the facility will employ approximately 500 people. Successfully negotiated a project agreement with the State of Alabama and local governments, and provided counsel with respect to workforce development, state and local tax issues, corporate, and real estate. Counsel to Carpenter Technology Corporation in successfully negotiating the incentives package and all other associated agreements with the State of Alabama and local governments to locate a $500 million steel manufacturing plant in Limestone County, Alabama, as well as two recent expansions of the plant. Counsel to REHAU Incorporated in negotiating and structuring separate incentive packages for a $120 million automotive parts manufacturing plant expansion that will create 250 new jobs and a $1.8 million technical center that will create 160 additional jobs in Cullman, Alabama. The team also provided counsel with respect to real estate, corporate, and state and local tax issues. Counsel to PulteGroup, one of the largest homebuilders in the United States, in corporate relocation from Detroit to Atlanta.
